It depends...
While I don't particuarly like loose ends, as far as I'm concerned a signed-off ownership and bill of sale constitutes a change of ownership regardless of whether or not the bean counters at the MTO have been made aware of the change.
In other words, if I have to dick around with non-running parked cars merely for the purpose of making room to manoever a tow truck, paying for towing in two directions, and paying for an appraisal just to gain the dubious privilege of having the MTO recognize the change in ownership of a project car which will likely not see the road for at least a couple of years, the paperwork for
FKKB is simply going to remain in a safe place until we actively do something with the car.
On the other hand, I believe there's a legal requirement to register the change of ownership within 6 days of the sale.
