you have 2 options availible.
1: Link the photo from another website by using the [img] tag.
EX: (img)http://www.mywebsitehere.com/image.jpg(/img) ***** REPLACE () brackets with [] I had to use these because it won't work the other way.
2. Actually uploading the picture, if it is of the following types it will display it automatically. (jpg, jpeg, bmp, gif...possibly a few more, but jpe isn't one of them)
like your last post had the attachment, it doesn't display it because it is not a default file to display.
