Other than a failure inside the ignition switch, can anyone think of a reason why the power window, fan "e", and heat a/c circuits would still be powered upstream of the fuse panel regardless of the position of the ignition key?

Once had a cooling fan relay shorted out feeding 12 volts back into system other than that I would suspect the ignition switch for sure. Just unplug the ignition switch and see if that fixes it. Dan
